About Vegfed

The Jharkhand State Adivasi Co-Operative Vegetable Marketing Federation Ltd. (VEGFED) is an institution registered under Jharkhand Co-Operative Societies Act 1935 (Adopted) with its registered office located at Jharkhand State Agriculture Marketing Board Building, Itki Road, Hehal, Ranchi 834005.

Its shares are being held by Primary co-operatives Societies and the Govt. of Jharkhand. This institution has 374 Primary co-operative Societies as its member and the state Govt. holds the majority shares.

VEGFED is managed by an independent Board of 13 (Thirteen) Directors including Chairman. out of 13 (Thirteen)  members of the board 7 (seven) elected representatives of member co-operative societies and 6 (six) members are the representatives of state Government. Out of  7 (seven)  elected Directors,  4 (four) seats reserved for schedule tribes.

            As specified in the Memorandum and By-Laws of VEGFED, its activities are confined to Jharkhand state.

Existing Management Structure

VEGFED's management vests with an independent Board of directors, and the Board formulates policies, exercise overall control and supervision over the Managing Director. VEGFED has a whole time Managing Director, who is usually a Senior Govt. Officer of Co-operative department on deputation, and he is also the chief executive officer of the institution. He is to seek direction from Board, to implement Board's decision and to submit/account for the result of the organisation to the board from time to time.

Objectives

Major Objectives of VEGFED

The objectives of the Federation shall be in general to promote the economic interests of the members on Co-operative basis and in particular

  • to purchase agricultural produce particularly vegetables, fruits, eggs and poultry and fish of the members to their best advantage directly or through

    • Primary Vegetable Growers' Co-operative Societies,

    • LAMPS (Large Area Multipurpose Societies),

    • Vyapar Mandal Sahyog Samiti.

    • Vegetable Growers' Co-operative Union.

    • PACS( Primary Agriculture Co-operative Societies)

  • to provide finance to LAMPS/ Primary Vegetable Growers' Co-operative Societies/ Vyapar Mandal Sahyog Samities/PACS/Vegetable Growers' Cooperative Union for procurement of Vegetables/ fruits and other such produce from primary cultivators.

  • to undertake processing and manufacture products derived from vegetables/fruits and other such produce;

  • to help in the activities of promotion of production and processing of vegetables/fruits and other such produce by providing improved seeds/ seedlings, plantation, fertilisers, necessary implements, technical knowledge and financial assistance.

  • to enter into all kinds of contracts and transaction relating to purchase and sale of vegetables/fruits and such other produce with a view to the gradual elimination of middlemen and thus ensure fair price to the primary cultivators.

  • to take all steps for increasing production of vegetables/fruits and other such produce and their better marketing.

  • to acquire and hold shares in any Cooperative Society in the best interest of the Federation.

  • to take necessary steps to safeguard the interest of the affiliated societies.

  • generally to undertake such other business and do such other things as are incidental and conducive to the promotion and attainment of the above objectives.


Other Objectives of VEGFED

  • Procurement of vegetables and fruits from farmers and to ensure fair prices of produce to them.

  • To eliminate middlemen who function between the farmers and the consumers.

  • To sell/distribute fruits and vegetables procured from farmers to the consumers through own retail outlets and / or nominated agencies to ensure right product to the consumer at the right price.

  • To keep its presence at various market points growing centres so as to prevent farmers from being exploited by the middlemen.

  • To provide various inputs like fertilizers, pesticides etc. to the farmers at a very reasonable prices and to give such guidance / assistance as are necessary to boost up production of fruits and vegetables.

  • To provide finance to various LAMPS so as to enable them to procure / purchase fruits and vegetables from farmers at their site.

  • To provide employment to the unemployed youths especially to the members of scheduled tribes and to check growing resentments in them.

  • To act as Nodal Agency for promotion of Fruits and Vegetable Processing units in Jharkhand.

  • To setup a consultancy cell which will look after / promote food processing and training centres.

  • To setup Quality Control Laboratories, Research and Development Cell.

  • To set up Project Data Bank and to up keep the information which is ultimately to be used for disseminating technical/managerial information.

  • To create a full fledged export cell in the organisation which will be used for direct/indirect export of processed food.

  • To set up warehousing, cooling / preservation / dehydration facilities for the benefit of members / sponsored units.

  • To set up large food processing units either on its own or in PPP especially where no direct private participation is forthcoming.

 

Activities

The Jharkhand State Adivasi Co-Operative Vegetable Marketing Federation Ltd.(VEGFED) is going to start its fresh vegetable and fruits outlets, called Veg Fresh, across the state. The society will open 30 such outlets in the State Capital Ranchi, while 20 each in Dhanbad, Bokaro and Jamshedpur will open subsequently.

The aim of starting such outlets is to provide fresh fruits and vegetables to the consumers at nominal rates.

Normally 20 to 25 percent of vegetables perish due to proper storage system, Vegfed is also providing proper storage through its Cold Storage at Bero and a New Cold Storage is to start very soon at Boreya.

Vegfed is to setup centers at 38 places across the state including Mandar, Chano, Saus, Bero, Pithoria, Lohardaga, Jonha etc. where vegetable will be stored. In these places Vegfed will start Packaging & Grading Centre with proper Cooling and transportation facilities for proper handling of vegetables, which are brought by the farmers.

Fruits and vegetables to be stocked in then outlets will be brought from the rural procurement centers and will be distributed through its outlets and well as through mobile units called Mobile Fresh.

Soon consumer will also be able to call and order vegetables on phone. The concept will be called Hello Fresh.

Besides it, a concept called Economy Fresh is in pipeline, under which whatever fruits and vegetables materials will be left unsold would be sent to BPL families for free.

Present Activities of VEGFED

  • Procurement of vegetables and fruits from farmers and to ensure fair prices of produce to them and to eliminate middlemen who function between the farmers and the consumers. Also to provide finance to various LAMPS so as to enable them to procure / purchase fruits and vegetables from farmers at their site.
  • Marketing through Retail Outlets of fruits and vegetables procured from farmers to the consumers through own retail outlets and / or nominated agencies to ensure right product to the consumer at the right price. To keep its presence at various market points growing centres so as to prevent farmers from being exploited by the middlemen.
  • Extensive food processing program is being developed by VEGFED in order to safeguard the farmers during overflow of Fruits and Vegetables in the local market, when pricess goes to its bottom level
  • Supply of NSC Seeds to farmers
  • Supply of fertilizers to farmers as agent of IFFCO
    • To provide various inputs like fertilizers, pesticides etc. to the farmers at a very reasonable prices and to give such guidance / assistance as are necessary to boost up production of fruits and vegetables.
  • A Cold Storages under ownership of VEGFED is running at Bero (2000 MT) and a New Cold Storage is nearly completion at Boreya (5000MT)
  • Under Post Harvest Management VEGFED is going to provide facilities for Sorting, Grading, Packaging of Horticulture produce, as well as Transportation of the finished product to the available market Local and abroad.
  • Vegfed is also implementing NHM Schemes, in which Establishment of New Gardens of Fruits, Water Resource Creation, Protected Farming, Organic Farming etc. activities has been undertaken.
  • Vegfed is going to start Information System to empower the farmers with the various information pertaining to growth in production, marketing infrastructure, prices of their produce in different markets (local and abroad) etc.

Production

In order to improve the production of horticultural produce, VEGFED is running the following Schemes:

  • Procurement of vegetables and fruits from farmers and to ensure fair prices of produce to them.
  • KCC Loan to farmers through Co-operative Banks.
  • Supply of NSC Seeds to farmers.
  • Supply of fertilizers to farmers as agent of IFFCO.
  • Mushroom and Honey Production through Co-operative Societies.

Food Processing

Extensive food processing program is being developed by VEGFED in order to safeguard the farmers during overflow of Fruits and Vegetables in the local market, when pricess goes to its bottom level.

In this context, VEGFED has undertaken the following steps :

  • Dehydration of Tomato, Mango, Jackfruit, Cauliflower etc.
  • Processing of Tamoto Sauce, Chilly Sauce, Pudina suce, Tamrind Sauce, Rose, Bail, Mango Juice, Guava, Rose Patel Jam etc.

General acceptablity has been rapidly raised for these items, so VEGFED is in process of Commercial Launching of the same. If required the scheme will be launched under PPP Model.

 

FOOD PROCESSING TRAINING CENTRE

The Jharkhand State Adivasi Co-operative Vegetable Marketing Federation Ltd. (VEGFED), Ranchi has unanimously decided to start Ffood Processing Training Centre because women, farmers and small entrepreneurs of the state are already involved in this kind of activity. The training will improve their skill, their knowledge of hygiene, method of preservation, packaging and labeling. It has been envisaged that after the training a sense will prevail among the members for group activity which will minimize the cost of production and will improve the product design, quality and standard of product and packaging. After training groups will be formed to initiate processing.

The society wishes to achieve certain specific goals through the Food Processing Training Centre. They have been enumerated as follows.

  • To create a work environment among the jobless women of the area instilling the sense of dignity of work.
  • To create awareness of the Food Products especially the processed Food Products like which item can be economically processed. How it can be preserved and when it can be marketed.
  • To help to improve the economic and social condition of the people.
  • To start different types of seasonal employment programmes to remove to remove poverty and joblessness.
  • To impart training to jobless women for self employment.
  • To help in starting a food processing unit by any entrepreneurs as cottage or tiny industry.
  • To induce the idea of joint purchase of raw materials and joint marketing to minimize the cost.
  • To act as resource centre of raw material availability to members.
  • To act as resource centre of processed raw material (processed by member) for further marketing tie up with available industries
  • Upgrade quality, packaging, cleanness.
 

Scope of Food Processing

Multiple kind of processing is being done in this plateau region of Jharkhand but unfortunately no organized activity has yet been started. The cottage and small scale processing units have never been encouraged properly. They normally lack quality, standardization, and packaging, labeling and obtaining F.P.O licenses. Greater need is to assess their capability in performing such kind of activity and to generate a constructive competitiveness among the producers for quality, packaging and labeling. The demonstration of processing activities of the kind which has larger possibility in this area will give boost to the people specially ladies doing processing activities to adopt it as a cottage industry activity Entries and prizes will certainly generate a sense to upgrade their quality of produce and packaging etc. Setting up a quality lab is the need of the time. The packing quality certification labeling and marketing arrangement need to be done for augmenting the activity at rural and cottage industries.

There is availability of variety of produce which can be processed for value addition in off season and convenient uses like Tomato paste, puree, sauce, ketchup, papaya and jams, Guava jelly, Mango powder, sun dried tomato, ginger and garlic powder, jackfruit jam, frozen vegetables graded and packed vegetable, ready to use vegetables, cool chain marketing system and so many things.

Food processing activities will certainly give value addition with minimizing perishibility. It can also support prices if processing activity in a sizable capacity is done during glut season of the product combined with marketing storage tie up for final processing.

Food processing of food item particularly of fruit/vegetable is a delicate subject cautioning at every point for quality packaging, labeling and marketing.

Because normally a well advertised branded item is sold at higher price and an equally quality local product is sold at an abysmally low price sometimes less than half.

Cold Storage

Vide Govt. Notification no. 500 dated 02/03/2009 various Cold Storage is to be constructed at Manoharpur, Daltonganj, Chatra, Hazaribagh, Dumka, Jamshedpur, Lohardaga, etc. .

For this purpose VEGEFD has been declared as a Nodal Agencgy and BENFED is declared as Consultant, so that the DPR Monitoring could be done. Also there are two Cold Storage, Bero Cold Storage and Boreya Cold Storage, under ownership of VEGFED.

Bero Cold Storage :

Bero cold Storage, has capacity of 2000 MT, is running since 1994. in this year (Upto March 2010, ) 23417 packets Potato and 1300 packets Mahua has been stored. from 2011 the said cold storage is operating by PPP Model.

Boreya Cold Storage :

Boreya Cold Storage, has capacity of 5000 MT, 2600 MT is nearly completion, and is expected to start functioning very soon.
