All farmers including share-croppers, tenant farmers

Coverage is optional to all Non-loanee and Loanee
farmers growing insurable crops.
The scheme is operational on Area Approach basis.

Farmers can avail insurance cover upto the value of
Threshold Yield at flat rate of premium.
i.e. Minimum Sum insured = Threshold Yield x MSP or amount of loan
disbursed (for loanees)
Coverage up to value of 150% of Average Yield is
also available. Premium is charged on actuarial rates for sum
insured exceeding minimum sum insured.
i.e. Maximum Sum insured = Average yield x1.5 xMSP
Threshold Yield is based on Average of previous 3 or 5 years average
yield & indemnity level ( i.e. indemnity level 60%, 80% or 90%) of
notified crop for particular insurance unit
Indemnity level is based on coefficient of variation of previous 11
years average yield of particular crop
CV 0 to 15 = Low risk 90% IL
CV 15 to 30 = Medium risk 80% IL
CV above 30 = High risk 60% IL

Under the scheme the insurance company charges acturial premium
rates which are capped at 10% during kharif and 8% during rabi for
food crops & oil seeds
In case of annual commercial/ horticultural (ach) crops there is
a cap of 12% on actaurial rates of premium
The farmer is charged premium similar to NAIS rest premium being
subsidised by central & state government on 50:50 basis
For ach crops farmer can be charged a maximum of 6% premium rate
Modified National Agricultural
MNAIS was introduced in Jharkhand on pilot basis in one District namely
Ranchi for Wheat, Bengalgram, Rapeseed & Mustard and Potato crops in
Rabi 2010-11 season, and for the same crops, Dhanbad and Dumka Districts
have been notified for Rabi 2011-12 season.
The objectives of the Scheme are as under :-
To provide insurance coverage and financial support to the
farmers in the event of prevented sowing & failure of any of the
notified crop as a result of natural calamities, pests & diseases.
To encourage the farmers to adopt progressive farming practices,
high value inputs and better technology in Agriculture.
To help stabilize farm incomes, particularly in disaster years.
Salient Features of MNAIS
Minimum indemnity level in case of MNAIS is 70% instead of 60%
as in NAIS.
Actuarial premium with subsidy in premium ranging 40% to 75%
to all farmers.
Premium subsidy will be shared equally by Govt. of India & State
Actuarial premiums will be paid for insuring crops and hence
claims liability will be on Insurance company.
More proficient basis for calculation of threshold yield
(average yield of last 7 years excluding upto two years of declared
natural calamity) will be applicable.
An individual assessment of claims will be carried out in case
of specified localized calamity viz. hailstorm, landslide.
Unit area of Insurance for major crops is village panchayat.
Indemnity amount will become payable, for prevented
sowing/planting risks and for post harvest losses, due to cyclones.
On account payment upto 25% of likely claims will be released as
advance for providing immediate relief to farmers during adverse
MNAIS is compulsory for loanee farmers and optional for non
loanee farmers for notified crops in notified area.
Uniform seasonality norms are applicable for both loanee & non
